Quite what Rowlandson is satirising here is a little difficult to establish - any thoughts welcomed! It is possibly something related to the Corn laws and the manipulation of grain/seed prices. Or, more simply, an adultery with the couple caught in the loft of a seed store. Signed, and dated 1789.
