Richard Barnett Spencer (1812-1897)
The marine Richard Barnett Spencer was born 11th November 1812 and was the first son of John Spencer and Elizabeth Ball who had married in 1810. It appears that 'Barnett' is an incorrect name as the census of the time states 'Ball' as his middle name. This link may be helpful: http://collections.rmg.co.uk/collections/objects/14690.html
Richard was active 1840 -1870 and appears to have worked on portraits and some battle scenes for private customers rather than exhibiting, as far as is known.
