Like many of these satirical,and oft political, drawings of their day the meaning is often quite lost. However in this case googling the name being uttered, comes up with that of a race horse and this picture depicts three rogues laughing at a friend, or perhaps a country bumpkin, who has backed the wrong horse at Newmarket - the title says it all.
In reasonable condition for its age - watercolour and ink, but possibly over an etched base by the artist.
